In 2020, Indonesia faced significant challenges due to the Covid-19 outbreak, which had a profound impact on all aspects, particularly the economy. In response, the government implemented the Cash Social Assistance (BST) program to support affected communities. The implementation of the BST program in Pangkalpinang City was conducted in accordance with established procedures, where beneficiaries were selected based on specific criteria and data verification. This study aims to analyze the process of equality in citizen rights related to data collection for BST distribution and to identify supporting and inhibiting factors in the process. The theory used is John Rawls' theory of social justice, employing a descriptive qualitative research method. Data were collected through interviews, observations, and documentation. The findings indicate that the data collection and distribution process of the BST program in Pangkalpinang City has been effective, as evidenced by the accuracy of target recipients, timely disbursement of assistance, and community understanding of the program. Supporting factors include coordination, cooperation, and communication among implementing agencies.
