IMPLEMENTATION OF PUBLIC ROAD PARKING MANAGEMENT POLICY IN PANGKALPINANG CITY

Pangkalpinang City experiences high population mobility. With the increasing number of motor vehicles and public movement, parking management has become a critical issue affecting traffic order and convenience. Indications of irregularities in public road parking management include congestion, unofficial levies, inconsistent parking fees, and unauthorized use of parking spaces. Based on Regional Regulation No. 3 of 2021 on Transportation Services, the study's main goal is to look at how public road parking management policies are put into place in Pangkalpinang City and find factors that help and hinder them. The research employs George Edward III’s Policy Implementation Theory, which outlines four variables to assess policy implementation: communication, resources, disposition, and bureaucratic structure. A descriptive qualitative method was used, with primary data collected through structured interviews involving the Ad Interim Mayor of Pangkalpinang, the UPTD PPTP of the Transportation Department’s Parking Management Division staff, official parking attendants at Pasar Pagi, informal parking attendants on A. Yani St. and Sudirman St., and road users/drivers. Findings showed that, despite clear policy guidelines, on-ground implementation remains suboptimal. Some of the main things that make it hard are parking attendants who don't know how to follow administrative procedures, powerful networks that make people less safe, and a lot of illegal parking and road encroachment. Supporting factors consist of strong human resources, effective collaboration between the Transportation Department and the Police, equipment procurement support, and crucial communication in policy socialization. However, many road users reported insufficient information on parking regulation updates, underscoring the need for improved communication strategies.
