Abstract
The study in this research discusses Pangkalpinang City implementing a zero mining policy through Pangkalpinang City Regional Regulation Number 1 of 2012 concerning Pangkalpinang City Regional Spatial Planning for 2011-2030 and Pangkalpinang City Regional Regulation Number 7 of 2019 concerning Implementation of Public Order and Community Peace. The problem in this research is that there is still a lot of mining activity even though Pangkalpinang City has implemented a zero mining policy in Pangkalpinang City. This research aims to determine the implementation of government policy in enforcing the discourse of Pangkalpinang as a zero mining city and the obstacles in enforcing the zero mining policy. The theory used in this research is the theory of policy implementation using qualitative methods, while the data collection techniques in this research are interviews and observation. and documentation.
The results of this research show that the Pangkalpinang city government is implementing a zero mining policy through Satpol PP, Bappeda and Litbang, Subdistrict, Subdistrict, even RT/RW but the obstacles are the low level of legal awareness in the community, enforcement which clashes with the economic side, and the lack of alternative livelihoods. what society wants, and a lack of active outreach to society.
